Following
the complaints of Iran to UNESCO about Nowruz not being
among the new additions to the list of intangible
heritage, UNESCO officials announced the
incomprehensiveness of the film presented on the ceremony
as the main reason of failing Iran’s Nowruz file. Now it
is supposed that with some changes in UNESCO’s Cultural
Heritage rules, once again there is hope for Nowruz
registration.
“The problem with Nowruz file was the 10-minute film
which was provided by Iran. Due to the incomplete movie
which covered Nowruz ceremony just in 6 countries instead
of all 10 countries, Nowruz file was failed. UNESCO’s
Cultural Heritage rule will be revised in 2 months and the
revising of Nowruz file will be determined within 6 months
in an emergency Assembly. The only solution to put an end
to the problem is that Iran should hold a session with all
the 10 countries which have proposed for the inscription
of the ceremony on UNESCO’s list of world intangible
heritage, and to submit a complete file to UNESCO,” said
Marilia Bernardes, president of UNESCO’s Cultural
Diversity Project.
Mohammad Mir Shokraie, head of anthropology research
center and the provider of Nowruz file, has also expressed
his hope about the decision, “We have demanded a 6-month
opportunity for completing the file in the letter we are
going to deliver to UNESCO. We are doing our best to take
measures as soon as possible in this respect,” says
Shokraie.
Ehsan Naraghi, former advisor of UNESCO’s Secretary
General, believes that one of the main reasons for failing
Nowruz file was that the 10 countries were not in
connection with each other in this respect, “While
Afghanistan’s representative in UNESCO, which was one of
the countries proposing for the inscription of Nowruz on
UNESCO’s list of world intangible heritage, was unaware
of the existence of such a file, and this indicates that
Iran’s representative failed to fulfil his duties in
UNESCO,” says Naraghi.
A year ago, Nowruz file was submitted by Iran to be
inscribed in the third UNESCO’s intangible heritage
list. While a lot of experts from UNESCO and Iran believed
that the file will be accepted for sure and Nowruz will be
inscribed in the list of UNESCO’s world intangible
heritage, but it was failed due to the incomprehensiveness
of the file.
